About the Transition
The Policy and Procedure Packs are being developed to support Victorian Registered Training Organisations (RTOs) in their transition to the 2025 Standards for RTOs, as announced by the Victorian Registration and Qualifications Authority (VRQA).

Each resource is carefully designed to align with both the national regulatory framework and the VRQA’s guidelines, and where relevant, the Victorian Child Safe Standards. Written in plain, practical language, the materials assist RTOs to embed compliant, sustainable, and high-quality systems that reflect contemporary best practice.
Created by Casey Helman Consulting, these packs draw on extensive experience in regulatory auditing, policy design, and RTO governance across multiple jurisdictions. Each document reflects the latest compliance expectations and includes clear mapping to ensure smooth implementation, operational consistency, and audit readiness.

*VRQA Guideline Policy and Procedures Pack PRE PURCHASE
The VRQA communicated that they will support RTOs registered with the VRQA to transition to the new 2025 Standards for Registered Training Organisations by 1 January 2027.
The VRQA are in the process of consulting with stakeholders to update the VRQA Guidelines for VET providers. These updated guidelines will be available in mid-2026. They will outline how the new standards apply to RTOs registered with the VRQA.
CHC will monitor the development of the guidelines and update the policies and procedures accordingly. The final Policy and Procedures Pack will be available in late 2026 and will include a complementary compliance session to go over the requirements.
All RTOs that purchase any of the Policy and Procedures Packs before March 31st 2026, will receive free updates until December 2026.
